Hawaii, a place where you get lei’d shortly after getting off the plane, is considered a paradise by visitors and locals alike. The only people who may not consider it a paradise anymore? Smokers under the age of 21.

A bill that would make Hawaii the first state to raise the legal smoking age to 21 has already cleared the Legislature, and is headed to the governor. It is still uncertain if Governor David Ige will sign, and his spokewoman said he was unavailable for comment, according to ABC.

If the bill were to pass, anyone under 21 would be prevented from smoking, buying, or possessing both traditional tobacco products and e-cigarettes. For the first offense it will be a $10 fine, the price of a pack of cigarettes in New York, any fine after that will be $50 or community service.

Most people pick up the habit of smoking before the age of 19, so many anti-tobacco advocates are pushing for the legal age to be risen. Others, however, find it unfair. You are considered a legal adult at 18, you can sign up for the US military at 18, but you wouldn’t be allowed to make the decision of buying tobacco products or electronic cigarettes.
